year, covering childcare cuts, healthcare cuts, as well as other mostly in human services agency. that's in the neighborhood of $8 million. i think the bigger question for us, in terms of what are the draws on that, what other draws might be on that, are what's the impact of the federal sequester and the fiscal cliff. so we're certainly hopeful that the federal government will get its act together. but right now, what we're projecting, if the fiscal cliff and the federal sequester were enacted as it is in law, it would be about $26 million, in additional impacts to the city, and that's everything from hiv and aids services, homeless, cdbg funds for our community development block grants, it's a wide range of programs affecting kind of all -- sort of the whole range of social and public safety services that the federao government invests in through this city. so those are the kinds of concerns. it's a significant risk, i think. and that is why we looked so hard at other sources of funds for this supplemental. >> so the total on that would be 30, 32, and we have 15 reserve against it. so

public bargaining rights lessening healthcare, lessening pensions the governor signs it. it's not on his agenda. >> he has to fall in line. right? >> yeah. >> let me play devil's advocate. those who are watching who may not be in a union, they might say in wisconsin and in michigan and in the last election labor attempted ballot proposals that were unsuccessful is there a different strategy this time? how can the message change to be relevant as you have tried to do here in this conversation to those who are not in the labor movement? what will be your next step in michigan. >> lots of people turning out so we have had a lot of opportunity to talk about the good and the bad of right to work. we have had a great opportunity to educate people. the right-wing says this is to stop forced unionization. you know and i know there is no forced unionization. federal labor law says any worker in any workplace, doesn't matter if there is a june yun can say i don't want to be a member of the union. in our uaw constitution, we have a provision that members can say
health care package. if i get sick, i am unfettered in terms of my health-care consumption. it will make it more costly and i will start shopping for health care. that will create more transparency and get the growth in health-care costs down. we do not know what is going to work, but there are some interesting new programs that have potential. we should see how those worked out before we engage in some very significant structural changes. like a voucher program. we may have to go down that path, but it is much too premature to do that. we should see how these developments work. >> following up, "if temporarily going over the cliff is necessary to achieving a good agreement, lawmakers should not hesitate to do so." how long do think we could stay over the cliff without doing significant damage to the economy? >> i think you could go into early february. by early february, it looks like you are not coming to a deal and investors began to discount the likelihood you're not coming to a deal, you will see stock prices decline, the bond market reacted. in fact consumer business, and would beg
